目前，我国面临着经济高速增长的巨大能源需求，电力产业作为重要的能源部门之一，对整个国民经济发展所起的基础性支撑作用是巨大的；但其中发电行业所造成的环境污染也给社会带来一系列问题，尤以火力发电厂的污染排放所占份额最多。因此本文的主要研究对象是火力发电厂对环境造成的影响，文中的电能系统指的是我国的火力发电系统。本文将环境处理过程对经济产生的正的外部性考虑进电能与环境协调发展系统。对政府进行经济人的假设，设计电能与环境协调发展系统中的政府规制效用函数。运用回归和微观经济学中经济人效用最大化的条件，对我国西部地区1995-2005年电能与环境协调发展系统中的政府规制效用函数中的最优偏好进行了定量分析。发现在环境法规逐渐完善的基础上，政府对于电能生产的最优偏好有所下降，对减排的最优偏好有所上升。

As China is faced with tremendous energy needs coming from the rapid booming economy, the power industry, one of the most important energy departments, has been a fundamental support to the whole economic development. However, the environmental pollution created by the power plants has brought a series of problems to the society. Notably, Thermal power plants are the largest polluter. Thus, this paper focuses on the impact of thermal power plants to the the environment. The electrical energy system in the text refers to the thermal power system in China. The paper takes the positive economical externalities, which are created during the environment process procedure, into the considerations of the balance of electrical energy and environment development . We also assume government as economic man, in order to design government regulation efficiency function. Using regression and the optimization of utility of economic man in microeconomics, we conducted a quantitative analysis of the optimal preference in government regulation efficiency function for the balance electrical energy and environment development in west China from 1995 to 2005. We found that as the environmental law and regulations gradually improve, government's optimal preference to energy generating decreases while the optimal preference to pollution reduction increases.

Nowadays, our country faces the huge source demand because of the rapid economy growth. As one of the important enegy department, electronic industry plays an important role to support the whole national economy.
But the environmental pollution caused by the power station also arises a series of problem to the society. The much share of the discharge of pollution was occupied by the fire station.
So ,this passage focused on the influence of fire station to the environment. The electricity system mentioned in the passage referred to the system which electriced by fire.
This passage takes the process of environmental procedure which will cause正的外部性 to the economy in to consideration in system which can link the electricity and environment coordinately.
