我觉得这个应该是以书信格式写比较好。既然是建议，
就应该这么写。
我专业8级，语法是没问题的。

Dear Sir/Madam,
I am writing this letter with regard to the terrible services of school cafeteria.As one of the students in this campus,I find it's very necessary to point out some weakness of the service with a hope that countermeasures should be taken to satisfy our customers.
The most conspicuous point of what i have to complain is the domination of spicy food,which is very delicious to many local students.However,as to me ,who come from Zhejiang province,spice is a headache and hardly tasted in the past.I suggest you to introduce some non-spicy food and open a counter for them.
while these days there are lot of rain the road is muddy and slippery ,the placement of water-absorbant door mat can be a very good help for students to keep our cafeteria clean and tidy.
I hope you can fully consider my suggestion and our timely response to my idea will be very welcomed.
