试论企业主导型社区治理模式
——武汉百步亭花园社区研究
[摘要]
我国自20世纪90年代掀起社区建设的热潮以来，出现了许多不同类型的治理模式，如上海模式、沈阳模式、青岛模式等。这些不同的治理模式有许多成功的经验，也有自身的不足之处。本文将通过对武汉百步亭花园社区的个案研究，论述了一种全新的治理模式，它突破了以往的政府主导模式的局限，由企业参与并主导社区治理。这一模式的创新之处主要在于，建立了企业主导、公司化经营的社区管理体制和企社重组、多维并存的社区组织结构。这一模式有利于社区资源的整合，降低运行成本；有利于减轻政府的负担，强化社区的自我管理功能；有利于为社区居民提供优质高效的服务，满足社区居民的需要。
