    句意：对这个国家的这个地区施三周的“干涸术”
    要是给某个地方施了 dry spell，那地方就会河流干涸、井水枯竭。。。，该有水的地方都没水了，就这样的意思

    1.spell:这里是“一段时间；一阵子”的意思:
    I think we are in for for dry spell.我看我们难免要遇到一阵子干旱天气了。
    The dry spell is over. 旱象已经结束。
    A dry spell threathened the crops last year.
    去年庄稼受到严重干旱的威胁。

    尽管spell作名词时也有“着魔，中邪；咒语， 符咒”之意。

    2.pay这里是“值得（麻烦）；合算”之意
    It pays me to keep that stock.
    持有那种股票对我有利。

    spell是某个词的过去式，实在想不起来是哪个了。

    pay在这里是“不值得，无意义”的意思

    get to the matter就是谈到正题，不是固定词组，但是matter常用来指代重要的事情。

    MA＝Master of Arts,文学硕士

    PhD＝doctor of philosophy，但是和philosophy无关，就是博士
